I am commanded by My Lords Commissioners of
the Admiralty to acquaint you, for the information of
the Secretary of State for the Colonies, that a question
has arisen as to the jurisdiction of the Director of
Public Works, Hong Kong, in matters of building and
sanitation executed by the Admiralty within the Naval
Establishments, under the following circumstances.

The Director of Public Works made application
to the local Naval Authority for information
:
(a) as to the number and position of W.C's.,
(b)
the source of the water with which they are
supplied,
(c)
the method of disposal of the effluent,
(a)
3.
as to whether any sanction thereto was
obtained from the Government or Sanitary Board.
In reply, information as to (a) and (b) was
furnished, but the Director of Public Works was informed
that the other questions had been referred to the
Admiralty.
4. In making his enquiry, the Director of Public
Works cited Section 162 of the Public Health and Buildings
Ordinance, which would appear to be Ordinance No.1 of 1903.
Section 4 specifically exempts the Crown and Naval or Military Departments from the operations of the Ordinance
